I doing the usual dance, "./autogen.sh", "make", "make install" all as
root.  No special directories, using defaults.

My /usr/local/lib/enlightenment/modules directory does not contain a
directory called engage.  It contains these directories:

battery
clock
cpufreq
dropshadow
ibar
ibox
pager
start
temperature

I wish I could get it "happy" here, I like this module & used it
frequently in the past.  My problems with the engage module started with
the introduction of the "shelf" concept.

The other modules that use the "shelf" seem ok.  These I build as user,
not root.  Should I being doing that with engage as well?  Not sure how
I would do that since my cvs tree is under /root.
