I created the engage directory as follows:

~/.e/e/applications/bar/engage

I then created the .order file within.

Its been changed relative to the pre-shelf days.
I dont think this is clear in get-e.org.  Dont know why it was moved
since engage has nothing to do with the shelf.

Using Tomcat but need to do more? Need to support web services, security?
