Can you confirm that the settings are (or are not) setup the way you 
think they are by reporting what `xset -q` has to say?

E simply uses the X11 DPMS extension. And utilizes the standard API to 
interact with it.  Little more than a function call.  Might try *not* 
using the E interface and try using XScreensaver (or some other) and see 
how it behaves.  Just a thought.
