hi,

suppose that there should be the way to control layout policy as well,
but i'm not enlightened enough to show you the example. here's mine
setup (what i see with setxkbmap -print):

xkb_keymap {
        xkb_keycodes  { include "xfree86+aliases(qwerty)"       };
        xkb_types     { include "complete"      };
        xkb_compat    { include "complete+ledscroll(group_lock)" };
        xkb_symbols   { include 
"pc+us+inet(microsoftpro)+ru(winkeys):2+group(lctrl_lshift_toggle)" };
        xkb_geometry  { include "microsoft(natural)"    }; 
};

i do have a separate layouts for each window as you requested, but i
managed this with a help of gconf (gnome-settings-daemon is running).
used a gconf-editor to set the layout policy:

gconf is intended to be a system-wide configuration tool and this option
should be available for a kind of gnome keyboard configuration utility
(i don't have gnome, only E16 and E17 here, can't check).

just thinking that there should be a kind of service to check the state
of each launched window to apply layout settings. and in my case this is
the gnome-settings-daemon. xorg itself is pretty straight forward for
such tricks, but who knows... i didn't dig it much cause E provides all i
need.
