I just experienced this issue as well (seen while going to Settings -> Theme. And then clicking on Import). I had to clear the desktop shortcuts to my external drives from the .e/e/fileman/favorites folder to clear the issue. These still existed even though I had no external drive plugged in (and I don't recall ever adding them to favorites in the first place).
