I could be wrong but i believe he's refering to the "arrow keys" that are seperate from the numberpad. I ran into this myself the other week. Arrow keys didn't work at all but the ones on the numberpad worked fine. I can't say what caused or fixed it though as I use gentoo and it went away when i after the next time I updated.
