There have been some messages on this list and few off list about how changes
to ecore_con caused e to crash if there is no network available when Forecasts
tries to connect and get an update.
discomfitor made some changes to stop these crashes in r73142.
This means that I can still use e17 when I'm on the train with no connection,
but as you have noticed Forecasts will not thereafter manage to connect and
get an update, once the network has come up.
At home this is a problem for me because my dhcp server is somewhat sluggish
in giving ip addresses. The workaround that I found is to restart e after I
have obtained an IP address, but I would of course prefer that I didn't have
to do this.
I have not noticed such a problem with other apps, only the Forecasts module
seems to suffer.
