At least connman module will announce offline mode (airplane) and could
announce if it's connected or not. Also the user can toggle offline mode
from main menu subitems.

The idea of such is that modules like forecasts would monitor these signals
and stop/start updates based on it.

I know econnman module is broken yet (1.x API) but it will be fixed by
demarchi, he is almost finished. Then people doing network-based modules
should update their code to use these signals and be smart regarding
connectivity.
