did you install e in /opt, or in any other prefix which is not /usr or
/usr/local?
and do you start e17 through a login manager, startx, or directly from the
command line?
there was two thread about a similar issue some days ago, "No available apps
for Ibar in fresh E17" and "Startup applications not honored".
