Only to state the obvious that you do not (and should not) have access rights 
to create directories in /usr/local/share or /usr/share/enlightenment, because 
both are owned by root.

I am getting the same error.  In particular, of all applications the vlc 
window has no icon.  When I try to edit the icon the Desktop Entry Editor 
shows:

  Icon: vlc

and an icon is shown in there, but not displayed on the window border.  
Clicking on this icon takes me to ~/.local/share/icons/hicolor, which is a 
symlink I have to /usr/share/icons/hicolor:

lrwxrwxrwx  1 michael michael   24 Dec 16  2010 hicolor -> 
/usr/share/icons/hicolor

Trying to change the icon from the choices in there fails with the same error 
like yours.  I can't recall why I have created the symlink in my 
~/.local/share/icons or if it was created by some application.  The error does 
not make sense to me because we are not trying to *write* in /usr, only to 
read.  I would have thought that the icon path ought to be saved in ~/.e/e/ 
somewhere.
