You called this a "window manager" but that's wrong. Such software called a "display manager" e17 does not ship a display manager. You must install one you like (kdm, gdm, slim, lightdm, whatever) and configure that to launch enlightenment. Or you could use startx with a .xinitrc or whatever. maybe one day e17 will have a native dm that uses evas.
