Yes.
As others said, there are several modules that extend E's features and
the connection manager is one of them. The connman module talks to the
connmand daemon, just as a nm-applet in other DE talks to network manager.

It's like the panel in gnome. You should have by default a shelf in the
bottom border of the desktop, but you can create other shelves if you
want. A shelf contains gadgets, so in order to have the connection
mamager you should not only load its module, you should even add it to a
shelf: right click on the shelf and select "contents".

Yes :)

The only other Ragusa that I'm aware of is in Croatia; it is Dubrovnik,
but I think nobody calls it Ragusa anymore.
