Are e17 and e19 on the same hardware and with the same driver? I'm asking because if I use the legacy driver (acpi_backlight=legacy) I have a range of possible backlight values that goes from 0 to 9, while if I use the intel driver (acpi_backlight=vendor) the maximum value is 2771085, so a single step is unnoticeable.
