Did you (re)move ~/.e/e/config/standard/content.txt, or 
~/.e/e/config/standard/e.cfg to see if you are able to disable, apply and then 
enable, apply the Settings/Screen/Blanking/Blanking/'Enable screen blanking'?

That's what fixed my problem.
