Scott
No, you cannot ping the virtual ip without that command, unless one of the 
routers has the virtual ip as the vlan interface address, as you discovered.
This function as design for vrrp.

Another dumb question.  We are trying to get VRRP working across two SSA's and 
are unable to ping the vrrp address.

Here is the config from SSA #1:

interface vlan.0.2
  ip address 10.1.1.1 255.255.255.0 primary
  vrrp create 1 v3-IPv4
  vrrp address 1 10.1.1.3
  vrrp priority 1 254
  vrrp enable 1
  ip pim sparse-mode
  no shutdown
  exit

And SSA#2:

interface vlan.0.2
ip address 10.1.1.2 255.255.255.0 primary
vrrp create 1 v3-IPv4
vrrp address 1 10.1.1.3
vrrp priority 1 254
vrrp enable 1
ip pim sparse-mode
no shutdown
exit

I can ping 10.1.1.3 from SSA#1 but not from anywhere else on our network.  I 
also cannot ping .3 from SSA#2.  The only way we've been able to make this work 
is to make the VRRP IP address the same as the VLAN IP address.  Am I missing a 
step?  Obviously I must be.
