Scott No, you cannot ping the virtual ip without that command, unless one of the routers has the virtual ip as the vlan interface address, as you discovered. This function as design for vrrp. We are trying to get VRRP working across two SSA's and are unable to ping the vrrp address. I also cannot ping .3 from SSA#2. The only way we've been able to make this work is to make the VRRP IP address the same as the VLAN IP address. Am I missing a step?
