We use a Noyes Optical Meter to measure incoming light from the far end and tx power at the SFP and then go to the other far end measure the difference. Fluke is another source for equipment. Some telecommunications like J-Mux (sonnet systems) will have built in device to measure the diode current and make a relative measurement on the tx side. Hope this helps you. With "show port counters" you can check if some errors occur on that port. I do not know any CLI to check RX or TX Power of an GBIC - if you assume there is an problem with your gbic, try a new one. Which CLI command can I use to check the SFP status?
