They are still UDP packets so the host probably tries again if there is
no ack in a certain timeperiod.
Maybe also a number of retries and timeouts are involved before the
inform is lost? I'd have to check that.
Is there some firewall involved in your setup?

Did you sniff this using a packet filter, or did you just look at what
arrived in NMS?
