I vote for bug or just a bad design. This bit me a few weeks ago setting multi-user auth on a switch uplink port. The port configuration wizard tells you about it, but doesn't give you a chance to change it. Very frustrating.
Enterasys, please change this. Either give the user the option to do it, or revert to the previous functionality. Let the users decide for themselves if they want to drop tagged frames. Within the last two/three NetSight versions, the port configuration wizard in Policy Manager enables "drop tagged packets".
