The Enterasys Netsight NMS suite has NAC built in. In addition, it now has an API built in. I'm quite happy with the product and have recommended it to several of my EDU colleagues. I unfortunately can't speak to the API or NAC integration -- I don't have NAC (yet) and haven't had time to tinker beyond that. I do recall seeing example code from Procera however, and thinking it wouldn't be difficult.
