Not exactly what you are looking for, but...
 
I have an AP in every "teaching space".  I set the Min Basic Rate (AP >
Radio > Advanced) to 24Mbps.  This helps deal with clients
associating/disassociating in high density deployments.

We have Enterasys 4110 controllers running 8.31 software and about 400
AP, mostly 3620 and 3710. Is there any way to control how *sticky* a
client device will be to a particular AP? 
 
I realize that AP re-association can be disruptive and you don*t want
that happening too much.  I do notice though that in some locations
where we are getting user complaints about wifi performance, a client
device that wanders around will stay associated with a distant AP with a
weak signal much longer than I would like it to, rather than
re-associating with a much closer and stronger AP. 
 
Is there any way to set a minimum signal-strength for association?
Better yet would be a delta-threshold; i.e. if the AP-2 signal is 5-db
better than AP-1, then re-associate.
