It does look like the two settings below will lockdown the checkboxes for 
history which is better than nothing. Thank you for the suggestion.

PolicyPak has exceeded my expectations on globally managing Firefox across my 
Enterprise. I can individually configure about:Config settings that are not in 
the standard options menus.

lockPref("privacy.clearOnShutdown.history", false);

lockPref("privacy.cpd.history", false);

I also set/lock this preference:
privacy.cpd.history = false.
I think it might prevent the "Clear" Recent history from removing Browsing &

I'm not familiar with PolicyPak, but in my environment the cck2 is installed so 
that it also applies to newly created profiles also. Is that not how PolicyPak 
works?

I use the cck2 to first disable Private Browsing mode, then also lock this 
setting:
places.history.enabled = true
Using the cck2 I also set the "Don't allow Firefox to be reset on 
about:support" setting (Miscellaneous tab) for other reasons, but I guess in 
this case it would help preserve history.

It seems to do a decent job of keeping history around, however I have seen some 
extensions being installed by end-users in an attempt to re-enable private 
browsing mode (which does not store history).  I don't have a great way to 
prevent that except to uninstall them when I find them (or when our desktop 
management software finds them).  I suppose it can be a cat & mouse game, but 
is very rare in our org.
