What I found is at https://support.mozilla.org/en-US/questions/1126209. I just follow this group to keep up on what’s going on with the ESR releases, so I don’t know if it is in Bugzilla yet. The closest I found was “Bug 1250319<https://bugzilla.mozilla.org/show_bug.cgi?id=1250319> - Closing window after switching from normal to fullscreen - doesn't preserve window dimentions”, but this one implies that ESR38 won’t be fixed, yet it works OK there.
