Hmmm, strange. The plugin appears in the plugin list indeed, but is failing when trying to use it. The plugin is not copied into the user's profile for me btw.

Would it be possible to verify that Mozilla's testing page http://mozilla.github.io/webrtc-landing/pc_test.html is working for you? For the plugin to actually being used "Require H.264 video" has to be checked before clicking on "Start!". (The test requires a webcam, but as the plugin only seems to be used for WebRTC video anyway I couldn't think of any other way to test it.)

What I'm seeing is that video is only working when Firefox is allowed to download the plugin itself or when not using H.264 at all.

impression from looking at

is that GMP plugins other than "gmp-clearkey" will only be found in the
user profile. strace also seems to confirm this, as I can see no file
access to the .so files (or even the "system-installed" directory) there...

Maybe an interesting question in this regard: Are you using a
custom-built, Mozilla's or the distribution's Firefox packages? And in
the last case: Which Linux distribution are you using?
