That is not what is commonly meant by the term "release notes".

As it says at the top of that page, "Release Notes tell you what’s new
in Firefox"·  Except not in this case.

Which has not happened yet.

So basically, "Firefox 52.3.0 has been released, but we're not saying
anything about what has changed".

Hopefully that situation will improve.
