Version 68 really should be able to read old database files from before version 60. Obviously the conversion is possible, since the two step upgrade works (I presume).
Otherwise, I can easily see some users trying to go from (e.g.) 52 to 68, losing years of bookmarks and then saying: "Firefox is junk, I'm switching to Chrome".
