Not yet. It may be possible to set up a Rule on the Outlook side of things to automatically translate times, but I haven’t actually tried it.

That’s a bug on the Outlook side of things. They treat invites with no time zone info as if it were GMT 0000 rather than the more appropriate local time zone.
