Yes, if that were the only two criteria given. What I think many of us are
looking for are multiple conditions, e.g., Zip Code containing any value
(but not blank) AND State = "OR". Things like:
If A or B but not C
Any of A, B, C, and also D (that is, (A or B or C) and D
