I have a script, "Separate Recipients E" which breaks up the recipients into
groups the size you want (the person who first asked for it was limited to
20 recipients by his ISP, but you can set it to any limit you discover works
OK with your ISP). It works with multiple CCs and BCCs too (even works with
all BCCs). With the message in front including all the recipients, just
select the script. It will send out as many copies as it takes to send to
everyone.
