I had exactly this same problem yesterday with a new Palm: first time for me. I couldn't synch at all.

The Palm tech support person told me to turn off AppleTalk (and File Sharing, which requires it.) But someone on another mailing list says he has no problem with AppleTalk on. In the middle of all this, when trying to restart with extensions off for him to check something, I got impatient and pressed the Reset button while waiting for a Restart to start. Bad. I got a bad "address error" and couldn't restart. Eventually I had to do a clean reinstall of OS 9 and 9.1, then merged all my 3rd-party stuff back in (via Conflict Catcher) without problem – no need to exclude anything. Now HotSynching works fine.

So: either you need to turn AppleTalk and and/or File Sharing off. Or you need to do a clean OS install. I hope for your sake it's the former, but I suspect it's the latter.
