The number of rules isn't the actual problem. The number of criteria is the
problem.
Most people who encountered this problem imported a rule from OE that had
more than 10 criteria.
And, while Steve Friesen is part of the E'rage development team, unless
they've stumbled onto something new, I think he was just sleepy when he
typed 7. But I could be sleepy as well...
