See <http://czyborra.com/charsets/iso8859.html#ISO-8859-1>. Anything not on that list won't show up as ISO-8859-1 in a cross platform manner. HTML is an exception because we use named entities, so curly quotes look fine in HTML messages sent as ISO-8859-1 (actually, they can be sent as US-ASCII).
