Microsoft actually does have something like that. It's called Microsoft Research and they do all sorts of neat stuff. Like natural language processing and etc. Of course, if you remember, Bell Labs of the old AT&T created lots of random useless stuff that wasn't directly related to improving telecom (like Unix :) ).
