Is there a way, via a Script or Rule, where I can make sure that emails to
certain people never get sent from my computer?

Scenario:
Each month, I get an updated list of emails from my company listing. Some of
the emails are old, and these people have already requested to be  "REMOVE"d
from my monthly newsletter.

I need a way to still be able to update each month's emails from the
company's fresh list, but not send emails to those who've already requested
a REMOVE.  Yet every update contains the emails of people who've already
requested to be removed.

I'm thinking I could add all REMOVE emails into one category, and somehow
exclude this list from any email that I ever send. That way, I don't have to
remove their names from the email groups that I create, and it assures me
that no one is getting emails that they don't want.

Hope that makes sense...
