Absolutely not. It was intended as a general slam at the appalling state of
the educational system in the US. Noting, when I wrote it, if only to
myself, that you're in the UK. I can only hope that other countries are
doing better.
As the possible slight was in public, so share the "possible" apology. If
you thought it was a personal attack, I regret it.
I rarely stoop to name calling and personal attacks. Except occasionally to
make a point when others are doing so.

PS: I haven't worked up the motivation for the full reply to your message...
Instead I've spent much of the week scurrying around having my car repaired
after my roommate took my car into DC and had it broken into. Nothing like
forecasts of 18 inches of snow while you're missing a window (that *no one*
has in stock) to make life frantic...
