Try using BB Edit or BB Edit Lite. I just edited a copy of the Holidays file by removing a bunch of countries and the new file showed the remaining countries just fine. I didn’t actually test the import, though.
WorldText ought to be able to do it as well, and you likely already have a copy. It’s on your installer/upgrade CD.
