This usually means that another rule is "overruling" the rule in question -
try moving that rule to the top of your rules list and see if it works. If
that fixes it, position your rules accordingly and examine the "do not apply
other rules" selections.
Your rule may also be "overruled" by a mailing list manager setting (you can
uncheck "do not apply rules to mailing lists" if this is the case.
