Zieman, I think you are trying to drag the folder above the inbox or near
another permanent folder, which is a common thought, since you'd move a
folder into any other folder just like that. However, what David is saying
is 100% correct.

If you drag the folder literally over the words "folder list", it will place
the folder in the top level, which appears to be where you want it.
