I don't believe it has anything to do with DSL. I'm on dial-up and see the following behaviour: If I close the window, it stays closed through all type of connection until I manually go and open it. If it is open in the background (even if hidden behind other windows) and I do a manual connection it pops to the front and shows the progress. If a scheduled connection fires it remains in the background but still displays what is going on.
