No. The main difference between Cocoa and Carbon, for practical purposes, is that Carbon is sort of an evolution of classic Mac OS programming. You can revise classic Mac applications to Carbon in less time than a from-scracth rewrite. If it is a priority, you can even revise Carbon applications so they will run under the Carbon environment of Mac OS 9... but it certainly doesn't come from free. Cocoa is a completely new development framework and is almost, but not completely, entirely unlike classic Mac OS.
