I did a quick check of the microsoft.public.mac.office.entourage news group, and someone reported problems getting Hotmail after upgrading to Java 1.3.1 (didn't mention the error number, though). Do you have that installed? Can you uninstall it? Have you tried deleting your hotmail account from your account list and then creating it anew? Tried deleting prefs? Reinstalling Entourage? That about empties my suggestion tank...
