You might want to look at X-Assist, which provides the application menu, but also restores proper OS 9 type windowing behavior (i.e. Clicking on an application's window brings the entire app to the front, instead of just that window). Why that was arbitrarily removed (while the functionality is still there) is beyond me. Fruitmenu, WindowShade X, Xounds, X-Assist, and Trash-X have made OS X bearable until Apple rolls those features back into it within the next year. Now if someone were to only make a hack that enables pop-up windows.
