Possibly because the OS X usage is much more useful in many situations,
especially when you do not have multiple monitors. It allows much easier use
of multiple applications simultaneously.

Your real issue is that the system preferences does not allow you to select
the behavior you are comfortable with. As you point out, the functionality
was not removed, but the default operation was changed.
