First pick a file with .txt extension, use Get Info, select "Open with
Application" in the popup (there's nothing about "binding"), then click the
little arrow at the bottom of (probably) the TextEdit icon you see, and
scroll down to the BBEdit icon, or to "Browse�" at the very bottom of the
list if you don't see it there, and navigate to it. Then, when it appears,
you'll see that the "Change All" button has become enabled. Click it, and
that's it.

If by any chance that doesn't work because no icon is there in the first
place, pick another file which not only has the .txt icon but whose Get Info
says that it was created with Apple SimpleText (and/or another that says
TextEdit). There are some files in OS X which have no creator, and you might
have tried with one of those.
