Yes. It's a mainly cosmetic thing for fixing those occasions when you launch Entourage to find that the folder list has scrolled itself needlessly, hiding half the folders from view. It also avoids meeting an apparent bug with the Folder List scroll bar, which sometimes stays pearly white and useless so that folders outside the list's bounds can only be got at by navigating with the arrow keys.
