It isn't totally abandoned. If you want to choose an application and have all of its associated windows move to the front, click on its Dock icon. Yes, the issue you're talking about is not a new feature of Mac OS X, it is a problem with Entourage. It did that to me, and a number of people on this list have mentioned it - the latest being David Morganstein and W. Lane.
