There may be a max, but I don't think so (at least, it would be limited by disk space). I have a group with about 50 people in it, and I know others have groups with many more. Are you sure the person you're trying to add doesn't have an email address that duplicates one already in the group? Entourage won't let you have more than one group entry with a given email address. (Well, actually, you can do it with AppleScript, but if you open the group and save it, the duplicate-check will remove it.) If that's not the problem, perhaps a typical rebuild would help.
