I think he was referring to the spam not using the invitation feature of
Outlook, not that Outlook does not have it.

Probably the simplest solution, though I am not convinced that there is a
problem, is to ensure that junk mail invitations are not tentatively
accepted (that is junk mail overrides tentative accept). Would that satisfy
your concerns?
