Well, the option to leave on the server is set in the
Tools->Accounts->Your-account-name window. Click on the "Options" tab; it's
in the lower half.

Repeated downloading should not happen even if you DO have the option
checked to leave messages on the server.

You can check the state of messages on the server by going to the same
Option tab and checking "Allow on line access". This will cause an entry for
the account to show up at the bottom of your folder list. Double-clicking
that entry will cause just the headers of the messages to download; in
effect, you will be seeing a listing of your server's in box. You can delete
messages there; doing so will not immediately delete them, but they should
be deleted from the server the next time you connect to the server.
