No, it's a symptom of a complex desired behavior that involves several
settings in the application where a general statement about something being
broken does not give us enough information.

I don't think you understand the problem. There were reports of data loss
before the SR, but those problems have been resolved. I believe the behavior
being described here is by design but need more information to be sure.
