I am not sure what you mean by "handles." Some applications will separate the country code and city code into separate data entry fields, others will simply store a digit string. The formatting conventions of the digit string vary highly, to say the least.
Most applications let you enter pretty much anything you want, then will apply a few rules about inserting/removing the leading digits to generate a number that can actually be dialed.
